The apartments in the Roman Empire were 6 stories tall, each floor called an island with the expensive ones on the bottom floor and the less expensive at the top.
When buildings were abandoned, the buildings would be forgotten, and they would start to rot and decay.
The Romans would fight and kill each other on the street, so the population was decreasing, causing some buildings not to be used anymore.
If the people that lived in the apartments weren't paying rent,. they’d be kicked out and the rooms would start to decay.
